- Study boards are categorized into four groups: UP Board, CBSE, ISC, and Other Boards.
- Absolute percentages based on total marks are calculated for each candidate within each study board category.
- Average percentage marks are determined for each study board category, serving as a normalised factor.
- Normalised percentiles are then calculated for every candidate by dividing their absolute percentage by the normalised factor.
Common Merit List Preparation:
- A common merit list is formulated by calculating the average/mean (with equal weightage) of normalised percentile scores for both class 10th and 10+2.
Tie-Breaking Criteria:
- In case of a tie in normalised percentile scores:

Step 1: Online Counselling Registration
- Candidates must register separately for each online counselling round they wish to participate in.
- Click on the “Registration for Counselling” link and log in using the provided ID and password.
- Pay a non-refundable counselling fee of Rs. 500 for each counselling round online, along with transaction charges.
- Completion of the counselling fee payment finalizes the online counselling registration.
Step 2: Security Fees Deposit
- Deposit a security fee of Rs. 5,000 online by the specified deadline.
- Transaction charges are applicable, and candidates should retain a secure copy of the fee receipt.
- Candidates not allotted a seat in any counselling round are ineligible for choice filling.
- If no seat is allocated after all counselling rounds, the security fee will be refunded to the same account.
- Non-admission after seat allocation results in the forfeiture of the deposited security fee.
Step 3: Online Choice Filling

Step 4: Seat Allocation and Result Declaration
- Allocation Process: Candidates will be allocated seats based on their rank and the choices they selected, aligning with their preferences.
- Result Announcement: Results of seat allocation, determined by the candidate’s merit and choices, will be declared on the specified date. Candidates can log in to the online counselling portal to view the allotted seat and download the provisional allotment letter.
- Provisional Allotment Letter Download: Candidates with allocated seats can download the provisional allotment letter, which includes details about the determined tuition fees of Rs. 24,000 and a security fee of Rs. 5,000. After deducting the security fee, the remaining Rs. 19,000 can be deposited online.
Step 5: Admission Reporting
- Mandatory Admission: Candidates allotted seats through counselling must secure admission, failing which the deposited security fee will be forfeited. Such candidates are eligible for the next round of counselling only after submitting the security fee again.
- Document Verification and Reporting: Candidates with allocated seats must report to the respective training centre for admission and document verification. Submission of all original documents, the provisional allotment letter, and the security fee receipt is required by the specified date.
- Document Verification Process: During the admission process at the training centre, the authenticity of the candidate’s original documents will be verified. Admission at any level will be cancelled if discrepancies are found in the educational qualification as per the information brochure.
- Upgradation Option: After completing the admission process in the first counselling, candidates can opt for upgradation (transfer) by filling in choices for a higher-preference training centre.
Upgradation (Transfer) Process:
The benefit of upgradation will be available to the candidate only once during the counselling process.
- For upgradation, the candidate must skip the choice of the allocated seat and choose the preference. If the candidate is not upgraded, they will remain in the initially allotted training centre.
- If a candidate applies for upgradation and is successfully upgraded, the previously allotted seat will be filled by a candidate with lower merit in the subsequent rounds. In any situation, a candidate who has been upgraded cannot claim the previously allotted seat.
- After upgradation, the candidate must report to the newly allocated training centre for admission. Failure to report within the specified time will result in the cancellation of both the upgraded and the previously allotted seats.
- Candidates who do not report to the training centre after upgradation will lose both the upgraded and the initially allotted seats. Such candidates cannot claim any of the seats in subsequent counselling rounds.
After upgradation, the candidate must contact the previously allotted training centre for the return of documents.
UPSMFAC Eligibility for Second Online Counseling
Candidates eligible for the second online counselling fall into the following categories:
- Candidates who did not participate in the first online counselling are eligible for the second round.
- Candidates who participated in the first online counselling but were not allotted any seats are eligible for the second round. They do not need to deposit the security fee again.
- Candidates who applied for upgradation during the process of reporting at the initially allotted training centre can participate in the second online counselling. They need not deposit the security fee again.
- Candidates who were allotted a seat in the first online counseling but did not complete the admission process or report at the initially allotted training centre can participate in the second round. Such candidates need to deposit the security fee again.
- Candidates whose documents were initially rejected by the allotted training centre in the first counselling but were corrected before the second counselling can participate. However, no modification will be accepted regarding the percentages obtained in the 10th and 12th grades, as the eligibility list (merit list) has already been released based on these criteria.
The reserved category seats will be filled during the second round of counselling. After the allocation to candidates in the reserved category, if any seats remain vacant, the vacant seats will be filled by converting them based on the following table:
